Recognizing who is a victim
Actively scanning the water is important to ensure you recognize somebody having trouble in the water. A victim can be struggling in the water and suddenly slip under the water without any signs. Another victim could have jumped in the water or slipped and hit their head which caused them to drown under the surface of the water. A swimmer can be actively drowning, or an accident has caused them to go unconscious which will consider them as passive. Being able to recognize who needs assistance is vital in preventing life threatening emergencies.
